Here's how they describe it on their website:

"This Summer, from Sunday 7/12 to Saturday 7/18, we’re throwing our second grass-roots City Stimulus event to urge Seattleites to spend locally and to shop small. To forego the super-mega-big-box for the local and the curated, small and the sustainable, the innovative and the hand-made.

What’s the catch? There is no catch— all you need to do is participate & spread the word! Grab your friends and plan to spend your week in your community. Organize a small business “pub crawl” at your favorite bars, restaurants and retailers while enjoying members-only discounts & exclusive offers within your favorite Seattle neighborhoods just for being a cardholder."

So here's how it works, you go to the City Stimulus website (http://citystimulus.com/) and download the membership card (don't worry, they won't spam you!) and start saving! As you spend money and save money, you'll also get stamps along the way that can earn you raffle tickets for prizes at the Stimulus Closing Party on Saturday the 18th at Havana.
